The Global Deal is pleased to welcome Italy as a new partner. As part of their commitment to the partnership, the Government of Italy will continue to strengthen and update their national regulation on smart working, also known as agile work, including through the involvement of social partners and recognising the role of collective bargaining.
In 2017, Italy adopted a national law (no. 81/2017) to regulate this new model of work with the aim, among others, of increasing work-life balance and building trust between workers and employers. In December 2021, taking into account the significant expansion of telework due to the COVID-19 pandemic, the Italian Government and social partners signed a national tripartite agreement on smart working. In addition to establishing a framework for the regulation of smart working in the private sector, the agreement provided for a national observatory hosted by the Ministry of Labour and Social Policies and composed of representatives of social partners. Established in March 2022, the observatory was tasked, among other things, to enhance and promote the role of social dialogue and collective bargaining as effective tools to regulate smart working.
